Boosting Broadband in Rural Leicestershire: Last few weeks to complete survey!

The internet is transforming the way that we live, work and play. It is driving business innovation and growth, ensuring that people can access services, is opening up new opportunities for creative learning and will help transform how we deliver public services. Whilst some areas benefit from super-fast broadband a significant proportion, mainly within rural areas, are left in the slow-lane.

The LRP is working with a range of public, private and voluntary organisations and communities to deliver super-fast broadband to all premises in Leicestershire by 2017, subject to securing necessary funding. Initially the target is to deliver to over 90% by 2015. To help us achieve this 2015 target the County Council has allocated £4m to match the Government's £3m.

In addition to this investment it is critical that we raise demand for super-fast broadband. To date over 3300 questionnnaire responses from Leicestershire households and businesses have been received in support of plans to improve broadband connectivity. Thank you to all those who responded.

There is still time for those who live or work in rural Leicestershire to respond. Please complete the online survey available at www.leics.gov.uk/broadband. The survey closes on the 30th April 2012. It is anticipated that deployment will commence in 2013.

For more information please contact Matthew Kempson (matthew.kempson@leics.gov.uk, 0116 305 6179)

We would like to thank all those who took part on the day for making it one of our most successful and memorable events ever.
NEW village shop at Seagrave!!

The White Horse Inn, at Seagrave, opened the doors of its new village shop and function room on Saturday 10th March 2012.

Seagrave lost its village shop and Post Office in 2002, and since then local residents, including the elderly, have had to travel to get essential food produce.

Gemma Rumbold has managed the pub since May 2008, when it underwent extensive renovations; the popularity of the pub took off under Gemma's management and urgently required additional floorspace, as well as the village requiring more community space.

Gemma successfully applied for a Leicestershire Rural Partnership INSPIRE grant to bring an adjacent redundant building back into life, only 200m from the site of the original village shop. The building has now had a new makeover and accommodates a new shop selling fresh local produce and a function room (with stair lift) on the first floor.

Greenfield Farm project also in the village provides training for people with learning disabilities, and has also received an INSPIRE grant. The project will supply volunteers to work in the shop whilst providing fresh local produce (which opens at Easter).

For more information see www.whitehorseseagrave.co.uk.

Cllr Lesley Pendleton, Chairman of the Leicestershire Rural Partnership said: "It is wonderful that we are able to meet local need by not only retaining but setting up new village shops where they are needed. Gemma's commitment shows that local facilities can be developed by determined local people".

Better Broadband for Rural Leicestershire

Complete a broadband questionnaire and help us to transform your internet experience in rural areas.

The internet is transforming the way that we live, work and play. It is driving business innovation and growth, ensuring that people can access services, and is opening up new opportunities for creative learning.

Not all business and communities, however, are able to take advantage of these opportunities. Whilst some urban areas are able access super-fast broadband and a range of digital services, other, more rural, areas struggle with the most basic of internet functions.

Broadband connectivity is emerging as a critical issue in Leicestershire. We believe it will help ensure the future sustainability of our rural communities and, as a result, have included it as one of our BIG 7 priorities within our Leicestershire Rural Framework.

It is estimated that over 190,000 residents mainly in rural areas, will not receive improved broadband as part of BT's national rollout programme. This includes 89,000 residential households and at least 3,800 businesses.

The LRP is supporting the County Council to ensure broadband is improved across the County. Through our Broadband Leicestershire programme we are working partnership with public, private and voluntary sector organisations to identify and deliver the connectivity needs of communities, businesses, and public sector organisations.

Our vision is to deliver super-fast broadband to all premises in Leicestershire by 2017, subject to securing necessary funding. Initially we want to deliver to over 90% by 2015. To help achieve our 2015 target the County Council has allocated £4m to match the Government's £3m allocation. District council have also committed to support the programme and we are in discussing additional funding. A further £300,000 has been allocated to deploy better broadband in the most remote rural areas. Deployment of super-fast broadband will commence during 2013.

As part of the programme it is critical we understand current issues and future broadband aspirations.

We need your support. Please visit www.leics.gov.uk/broadband and complete our questionnaire and help us to help you transform your internet experience. Our survey will be open until the 30th April 2012. We will report on our findings in May. When you complete our survey please register to receive our quarterly newsletter.

To discuss your local broadband issues or for a hard copy of the questionnaire contact Matthew Kempson broadband@leics.gov.uk 0116 305 6179

Seeking your views on refreshed Leicestershire Rural Framework priorities

We are seeking your views on our refreshed Priority Outcomes

We launched our third Leicestershire Rural Strategy at our bi-annual conference in 2007.

Since then the Strategy has been influential in a number of successful funding bids, including Vibrant Villages and INSPIRE Leicestershire, it has supported many consultation responses and has helped us influence other organisations in their support of rural Leicestershire

Mrs Lesley Pendleton, Chairman of the Leicestershire Rural Partnership, said, "with new Government priorities, such as the Big Society, and reduced public sector funding, it is critical that, through consultation, we identify and agree rural Leicestershire’s future priorities.

"My vision is for rural Leicestershire to be made up of thriving and safe communities, which have access to good employment opportunities, affordable housing and essential local services".

In order to ensure the LRP remains effective and fit-for-purpose we need to ensure our priorities reflect current issues faced by Leicestershire’s communities and businesses. To ensure this we have scheduled a mid-Strategy refresh.

The LRP has launched a public consultation on the refreshed Leicestershire Rural Framework, 2011-14 which will be open until 30th June 2011.

The Framwork includes a number of priority outcomes arranged by the following theme chapters

1. Strong, safe and inclusive communities
2. Thriving economy
3. High quality and accessible services
4. Countryside and the environment

The full consultation document of the Leicestershire Rural Framework, 2011-14 and a questionnaire to guide you in your respective responses is available on the LRP's Oakleaves website. Please click the title to this news item.

We welcome comments from all residents, businesses and organisations who live or work within rural Leicestershire.

Funding available to boost business skills

Stephen Smith, CEO of EMB Ltd, the leading enterprise and economic development company that delivers a range of business improvement services, welcomed the announcement of a business boosting initiative by Skills Minister John Hayes. "The Leadership and Management development grant scheme is a great opportunity for senior leaders of locally based small and medium sized enterprises (SMEs). It will enable them to take advantage of funding that will support leadership and management training to help them grow their businesses."
Around 13,000 small and medium sized businesses and social enterprises that demonstrate a potential for growth will benefit from the Leadership and Management development grant. This will help stimulate innovation and employment, boosting the economy and helping develop a bigger and more cohesive society.
Stephen Smith continues, "We are responsible for delivering business improvement services right across the across Central England area, and we hope that many organisations in the local area (which includes the East and West Midlands and East of England) will engage with us to make the most of this initiative to boost their business, and in turn, the local economy."
A match funded grant of up to £1,000 is available to be spent on leadership training and coaching that helps grow the business, improving productivity and competitiveness. The programme also includes a free consultation with an expert adviser before the training commences, as well as a free follow-up to discuss the impact of the training and any further skills needs.
Skills Minister, John Hayes said:
“This Government will back businesses that want to boost their skills. We’re spending more than ever on apprenticeships, freeing up training providers from red tape, and focusing public spending where it is most needed to drive growth. Effective leadership can make the difference between survival and growth, and this fund will give vital support to entrepreneurs who want to continue to develop their businesses.”
Geoff Russell, Chief Executive, Skills Funding Agency added:
"This fund will help many leaders of small and medium sized enterprises grow their business through harnessing the talents of their staff. Skills are critical to the future development of businesses. By offering a helping hand to thousands of organisations we expect to see more leaders develop the skills they need to help their businesses achieve their potential."
The fund will be promoted directly to businesses by the regional Leadership and Management Advisory Service and is available starting this month. SME leaders should contact the Leadership and Management Advisory Service on 0845 894 8969 or email lmas@embltd.co.uk to book their free personal leadership and management assessment.
